So you’ll need to either try to find someone with the needed skills and parts to repair them or what I think is the quicker way is just replace the logic board. Chosen Solution Very difficult to find information about this, so I wonder if anyone here has experience repairing their own laptops or could point me in the right direction. The touchscreen only works intermittently. When it doesn’t work it usually disables the keyboard and trackpad ( I suspect some pin or circuit somewhere is not getting the right voltage, and that is causing the OS to put it into tablet mode[thus disabling the keyboard and touchpad])....

Unplug and plug in router. Move close to the router (try this step first). Restart iPod. If all else fail try full erase. Update (01/13/2018) Is the iPod used? Or new? A used iPod might need the Wifi antenna replaced or it could’ve come disconnected....

Chosen Solution I’ve just replaced the capacitor on my 3-speed floor-standing fan, and while it starts and runs fine on speed 1, if you try and start it on speeds 2 or 3 it acts like the capacitor’s bad, i.e. you can hear the motor but the blades barely move and you have to spin them by hand to get them working. If you start it on speed 1, you can then switch to speeds 2 or 3 with no problems....

As @vladaad stated drives don’t come with the OS installed you need to install it your self. There are a couple of ways to install a fresh OS with very little effort! If you have a good internet connection you can install the OS via Internet recovery just by connecting your system to either a WiFi or Ethernet connection....
